With a finite funding and increasing costs Corderoys were commissioned to provide a post construction role to return the utility diversionary works elements of the construction to the remaining budgetary allowances. This was achieved by ensuring the outturn payments reflected not only the statutory liability of the authority after due allowance for Betterment, Deferment of Renewal, and the like, but also reasonable cost.
